In fact when I (Poland) was studying for my driver’s license theory, one of the questions was:
Q: When driving at or near the indicated speed limit, are you allowed to exceed the speed limit in order to overtake the car in front of you? *Picture of car*
A: no, because when you are already at or near the speed limit there is no reason to overtake.
That doesn’t mean you can just hang out on the left lane though. You have the permanent legal requirement to return to the right-most lane whenever reasonably possible.”
